US Yet to Take it Seriously
_ by Cedric . The United States Government, of all the governments not allied to the SPDC, undoubtedly has the most detailed intelligence of Burma's military potential. The reasons are twofold. The US Government has the most sophisticated and substantial means. The US Government is the most supportive of the Burmese democracy movement. . The US Government is not publicly exploiting the intelligence it has about the SPDC's nuclear weapons program because the evidence is not yet conclusive. . The democratic forces have often made the mistake of publishing what should be secret intelligence for some very short-term advantage – or just to boast of how much is known. Sources of intelligence are many and varied, and it is sometimes possible to hide the true or original source of secret intelligence. (e.g. the Zimmermann telegram) However this precaution has not generally been adopted by the Burmese democracy movement. So the enemy has taken effective countermeasures. The sources have dried up. (See, for example, Professor Desmond Ball's "Burma's Military Secrets") . Military intelligence must be used cautiously, in order to gain a decisive advantage. . An intelligence adviser once told his political chief : – Better to lose a battle than to lose a source of secret information. . Aim high. Aim to win the war. .
