Law and Order
_ By Cedric Every country has laws to protect its citizens. Every country has a police force so that the laws are respected and obeyed. Criminals are people who disobey the laws.
Ordinary citizens, as well as policemen, may use force to prevent criminals from committing their crimes. In serious cases, they may arrest them. The degree of force that can be used depends upon the circumstances and the seriousness of the crime.
People have a right, and an obligation, to use the force necessary to protect themselves and others from death or serious injury.
When criminals resist the use of force, the result is violence. Violence cannot always be avoided if citizens are to be given the protection which is their right.
In Burma, a small group of men—ruthless, violent men— has forcibly taken over the government of the country. These men make laws and change the laws, as it pleases them. They make laws that serve their own personal interests. Some of their laws help them to exploit the people. They make other laws to deceive international opinion. These same men, who make the laws, break the laws which they make. Therefore they are criminals—according to their own laws. The Government of Myanmar is a handful of lawless gangsters.
According to International Law, the sovereignty of a country belongs to its people. Sovereignty can be exercised through representative government. Dictators do not represent the people.
The people of Burma have a right and a duty to enforce the law. It is very difficult for them to do it. But the right exists, despite the difficulty.
The men who rule Burma are breaking International Laws. They have been doing this for many years. The international community, the world-wide Community of Nations, has a duty to enforce its own international laws — by the use of force, when this is necessary to save lives. There will be increasing lawlessness throughout the world if the international community does not act.
