Revolt inside the USDA
There are news coming out of Burma that rank and file members of USDA, particularly in ethnic areas, are defying orders openly or indirectly. At an opening ceremony of Phaungdawgyi jetty in Akyab, Arakkan State, in late March, USDA members were conspicuously absent from the ceremony. Also in Myitkyina, Kachin State, when Northern Burma Bureau Chief Lt. Gen. Ye Myint and Northern Command boss Maj. Ohn Myint called up USDA members to plant physic nut on March 22, very few showed up. In Chin State's Hakha and Htantalang cities, junta-controlled Myanmar Women's Affairs Organization planned to hold advocacy talks with local members in order to manipulate 3-D Fund in early March but the local USDA who had been ordered to organize the sessions including interpreter work shunned them citing occupation with other matters. Thus junta's wives were frustrated in their campaigning work because there were very few attendees and besides, none of them could understand Burman. When Eastern Burma Bureau Chief Lt. Gen. Kyaw Win toured Eastern Shan State, Shan USDA members refused to show up at the welcoming ceremony in Kengtung in mid-March. Not only in ethnic areas but also in Burma proper, majority of USDA members refused to wear their uniforms in public.
